STS operations in the Maldives: what operators should know first

The Maldives sits close to major east–west shipping routes across the Indian Ocean, which makes it an attractive place to consider ship-to-ship operations. But a good position on the chart is only the start. Before fixing vessels and a window, operators need answers to a handful of practical questions.

1. Is the location approved and suitable?

An STS location has to be acceptable to the relevant authorities and suitable for the vessels involved: sheltered enough for the expected conditions, with adequate depth and sea room for approach and mooring.

Never assume a location is available because another operation took place nearby. Confirm what is permitted for your cargo, vessel types and timing.

2. What permits and notifications are required?

Requirements depend on the cargo, the vessels and the area. Expect to provide vessel particulars, cargo details and the operation plan, and to notify the relevant authorities in advance.

Build permit lead time into the schedule. It is one of the most common causes of avoidable delay when entering a new location.

3. What conditions should you plan for?

Monsoon seasons shape sea state and wind across the region. Operating limits — wind, swell, visibility — should be agreed in the plan, together with the conditions that stop the operation.

4. What support is available locally?

A compliant plan needs the right equipment and people in place. Check, early:

  • Availability and condition of fenders, hoses and mooring equipment
  • Support craft for personnel, equipment and provisions
  • Bunkering, husbandry and waste reception arrangements
  • Experienced personnel to supervise the operation

5. Who coordinates it all?

In a new location, fragmented arrangements multiply risk and delay. A single coordinating partner who knows the local requirements — and will tell you honestly what is and is not feasible — is the most effective way to avoid surprises.

J LINE has been working to help develop the Maldives as a strategic maritime location. If you are considering an operation there, we can assess feasibility before you commit.
